Title III: The Challenge of English Proficiency
Nationally, nearly 10 percent of all pre-K through 12th grade students have limited English proficiency (LEP), and that number continues to grow. NCLB challenges LEP students and their teachers to:
- Achieve Adequate Yearly Progress (AYP) against mandated standards
- Participate in annual performance testing
- Overcome a nationwide shortage of qualified bilingual and ESL teachers
